The Digital Product Passport (DPP) is the obligation, introduced by the European ESPR regulation, to attach a digital passport to every textile product sold in the European Union, containing data on composition, sustainability, compliance and origin. The regulatory framework is not yet complete: the Commission has already published the timeline, the technical standards, and the criteria that will be measured, but the final binding requirements will only arrive with the textile-specific delegated act, expected in 2027. Brands that prepare now get there earlier, with fewer last-minute corrections to make — but with a degree of uncertainty to manage in the meantime.

Il Digital Product Passport (DPP) è l'obbligo, previsto dal regolamento europeo ESPR, di associare a ogni prodotto tessile venduto nell'Unione Europea un passaporto digitale con dati su composizione, sostenibilità, conformità e origine. Il quadro normativo non è ancora completo: la Commissione ha già pubblicato il calendario, gli standard tecnici e i criteri che verranno misurati, ma i requisiti vincolanti definitivi arriveranno solo con l'atto delegato specifico per il tessile, atteso nel 2027. 02What is the DPPCos'è il DPP

The DPP originates within the European ESPR regulation (Ecodesign for Sustainable Products Regulation), the framework that sets ecodesign requirements for products sold in the EU. For textiles, the DPP is designed to make verifiable what today is often only declared: materials, origin, environmental impact, regulatory compliance. Conceptually, it can be read on two distinct but interconnected levels.

Il DPP nasce all'interno del regolamento europeo ESPR (Ecodesign for Sustainable Products Regulation), il quadro che stabilisce i requisiti di progettazione ecocompatibile per i prodotti venduti nell'UE. Per il tessile, il DPP è pensato per rendere verificabile ciò che oggi è spesso solo dichiarato: materiali, provenienza, impatto ambientale, conformità normativa. Concettualmente si legge su due livelli distinti, che restano comunque interconnessi.

The "system" level is already largely defined — six of the eight European technical standards have been approved. The "data" level is still under construction: we know what will be measured, not yet with which exact thresholds.

04What the textile DPP will measureCosa misurerà il DPP tessile

The Joint Research Centre has already identified six areas on which every garment will be assessed. No numeric thresholds have been fixed yet for any of these — only the "what", not yet the "how much".

These criteria tell us what will be assessed. What remains to be understood is which garments are actually involved — not all apparel falls within the first wave.

Who holds the passport: primary responsibility lies with the manufacturer placing the product on the EU market. If the manufacturer is not established in the Union, responsibility passes to the importer.

So we know what is measured and on which garments. What remains to be seen is how this information will actually be organised inside the passport.

06How the DPP will be structuredCome sarà strutturato il DPP

The content structure is already sketched out. The detailed mechanics — how granular, who sees what, how compliance is proven — remain open: the JRC's own study says so, deferring these decisions to future product-specific delegated acts.

Granularity — the DPP may be set at model, batch/lot, or individual item level. The JRC recommends aligning with traceability practices already in use in the sector (today, mostly at model/order level), but does not set a mandatory minimum level: that choice will come with the specific delegated act.

The confirmed dates end with the publication of the delegated act. What happens after that — when brands will actually need to be operational — isn't written down anywhere yet.

08Identifiers, tags and standards: where RFID fits inIdentificatori, tag e standard: dove entra l'RFID

The eight technical standards (see "Learn more" panel, section 02) state that a product must have a unique identifier, a readable data carrier, and an interoperable exchange method. They don't say which technology to use. The most mature choice, today, already has a name.

Among the identifier standards referenced in the European standardisation process (ISO/IEC 15459, ISO/IEC 15418, ISO/IEC 18004 for QR codes) are also the GS1 standards: the GTIN as a product identifier, GS1 Digital Link to connect a QR code or RFID tag to a web page, EPC/SGTIN for RFID serialisation. These are open standards, already widespread across the retail supply chain, and already compatible with the interoperability requirements the DPP will demand. They are not, however, legally mandated: no delegated act or CEN/CENELEC standard names GS1 as compulsory. It is, for now, the most likely path — not the certain one.

Tra gli standard sugli identificativi richiamati nel processo di normazione europeo (ISO/IEC 15459, ISO/IEC 15418, ISO/IEC 18004 per i QR code) rientrano anche gli standard GS1: il GTIN come identificativo di prodotto, il GS1 Digital Link per collegare un QR o un tag RFID a una pagina web, l'EPC/SGTIN per la serializzazione via RFID. 09What a brand can do todayCosa può fare un brand già da oggi

There's no need to wait for 2027 to act. Five concrete things, in order of priority.

Non serve aspettare il 2027 per muoversi. Cinque cose concrete, in ordine di priorità.

1. Map what you already have — check which of the six criteria (section 04) you can already document for your products today, and where there's a data gap.
2. Check the granularity of your systems — do you work at model, batch, or individual-item level? If you already use serial numbers (RFID or dynamic QR codes), you're ahead of what the regulation will require as a minimum.
3. Choose your identification technology now, not at the deadline — QR, RFID and NFC are decisions you can make today, regardless of when the obligation arrives.
4. Structure the compliance data you already have — certifications, declarations, technical documentation: whatever the final scenario for proving compliance turns out to be, this data will be needed anyway.
5. Track just two developments, not the whole debate: the publication of the delegated act (2027) and of the last two security-related technical standards — these are the two pieces genuinely still missing.

1. Mappa cosa hai già — verifica quali dei sei criteri (sezione 04) riesci già a documentare oggi per i tuoi prodotti, e dove c'è un vuoto di dati.
2. Controlla la granularità dei tuoi sistemi — lavori a livello di modello, di lotto o di singolo articolo? Se usi già seriali (RFID o QR dinamici), sei avanti rispetto a quanto la norma richiederà come minimo.

4. Struttura i dati di conformità che hai già — certificazioni, dichiarazioni, documentazione tecnica: qualunque sarà lo scenario finale su come provare la conformità, questi dati serviranno comunque.
5. Segui due soli sviluppi, non tutto il dibattito: la pubblicazione dell'atto delegato (2027) e degli ultimi due standard tecnici sulla sicurezza — sono i due tasselli davvero mancanti.
